We have 3 easy option for real transcation and penality scheme for defaulters.

1. Receiver can show CASH to sender in advance in bank/store on transcation day. Sender to show Rs. 20 LAKH penality amount BEFOR going cash. . Sender verify cash and do direct credit to reciver. If fails, he will handover 20 lakh to coordinator without arguments.

2. Sender can transfer amount from his place and send relevant documents. After downloading, sender calls reciver for transcation. if reciver fails to make payment, he is ready to pay rs. 15 lakh penality to sender.

3. No penality - sender comes to receiver place and sit one to one with receiver. . . Do transcation both side and lift cash after IN-OUT.
