As per record of R.B.I. one rupee paper note last print on 1994. But u have note of 1995, Then really it is very antique note, I think most probably note is singed by M. Aluwalia. because as per record he was finance secretory up to 1994. You are requested please send both side scan of the said note at my E - mail .
