DRDO permission means he is legal owner of his article?

We have 54/18 metal in tamilnadu.seller demand is he will not allow to nakedout the material by funder or funder scientists. He allow only Drdo scientists with Drdo approvals. Seller will give leakage. Before that he want to talk to company person.he want BLUEORIGIN COMPANY. He will not give copper test and petrol test. If anybody having drdo scientists. Msg me
